My guess is Oracle's tool is querying the operating system for CPU usage, and not querying Vertica's system tables. Between the OS and Vertica, CPU readings can be very different. I was referring to data files that were used to load the Vertica cluster. In your case, it sounds like that would be the HDFS files. I highly recommend you read Ralph Kimball's Data Warehouse Toolkit. It is a free PDF, but don't be fooled by the word "free" - it is a real book, the technical writing...

Yes, exactly.
I believe you would still have to move the files to a Linux file system before using them for recovery.
It's a typical DW backup strategy.
Whichever strategy you choose, test it. I can't emphasize that enough.

Yes, that's a lot of disk space. Which brings me back to my earlier point about using the original data files (that were used to load the DW) as a recovery option rather than vbr.py.
