It could be a bug. Your best bet is to come up with a reproducer - or something that reproduces often enough on multiple runs - and then open a Vertica support ticket. Make sure that your data is truly clean with no dups on the keys.

This is on 7.1? Does using the /*+direct*/ hint with MERGE make it happen more often or less often?
