How can I obtain Vertica 7 for learning and exploring it on my windows 8 laptop?

I believe it is free.

You can download the community edition from the Vertica website. You'll need to setup a VM on your Windows machine to support Vertica as it requires Linux. You can read more about the platform requirements here.
